Switching foreign license

To drive a car in Japan,

  • 1. Those with a foreign driver’s license can apply for a procedure to switch to a Japanese driver’s license (Class 1 license).

     ①Practice at Tekuno Driving School(テクノ自動車学校), etc., and obtain a Japanese regular driver’s license or semi-medium license by converting a foreign license.

  • 2. Take lessons at a designated driving school and obtain a new regular driver’s license or semi-medium license.

    1.  ①Acquire through training at a designated driving school such as Tekuno Driving School(テクノ自動車学校).
    2.  ②Directly take the exam at the driver’s license examination center in each prefecture.
  • 3. If you want to obtain a semi-medium license, medium license, large license, towing license, large special vehicle license, or second-class license, there are two methods: Obtain a Japanese regular driver’s license or semi-medium license, then take lessons at a designated driving school like Tekuno Driving School(テクノ自動車学校), etc., or Convert your foreign license again.

※ Acquire an international license to drive (limited to one year).

A. A Switching from a foreign driver’s license to a Japanese driver’s license (example of switching a foreign driver’s license in Hiroshima Prefecture)

If you hold a foreign driver’s license, you can switch it to a Japanese driver’s license (Class 1 license / regular, semi-medium) at the driver’s license center of each prefectural police under certain conditions. (Hereafter, this procedure is referred to as foreign license conversion.)
An appointment for the examination date is required.

1. Appointment for the examination date

– Accepted at Hiroshima Prefecture Driving License Center or Hiroshima Prefecture Eastern Driving License Center.
– A residence certificate (with the place of domicile (nationality, etc., for foreigners) mentioned) with an address in Hiroshima Prefecture is required.
※Be cautious as address changes cannot be made during visa application and renewal.

2. Reception hours

Weekdays from 8:30 AM to 5:00 PM.

3. Reservation method

– Principally, the applicant themselves should make a reservation via phone, etc.

※Due to a high volume of applicants wishing to switch foreign licenses, there is approximately a 2-month wait.
※For exams at driving license examination centers in other prefectures, please inquire directly with each prefectural examination center.

B. Application conditions for switching foreign licenses

  • 1. Those with a residence certificate, etc., in Hiroshima Prefecture.

    ※Be cautious as address changes cannot be made during visa application and renewal.

  • 2. Must possess a valid (not expired) foreign driving license at the time of application.

    ※Is there a grace period of 1 to 4 months before the license’s expiration date?
     It may take 1 to 4 months until the license exam.

  • 3. Must be able to prove having stayed in the country of license issuance for a total of 3 months or more from the date of obtaining the foreign license.

    ※If the license issuance date or the initial issuance date is not indicated on the license, driver’s records, official receipts, entry and exit records from the country of license issuance, etc., are required.
    ※The stay period will be verified using passport entry and exit records, but if automatic gates, etc., were used, certificates from schools or workplaces in the country may be required.
    ※If you previously held a Japanese driver’s license, please bring that as well.

  • 4. Those with difficulty understanding Japanese must be accompanied by an interpreter.

C. Process for switching foreign licenses

  • 1. Preparation of necessary documents.

    ※Written test ※2,550 yen (regular car, tax-free). The amount varies depending on the type of vehicle you are applying for.

    Questions are available in English, Chinese, Korean, Spanish, Portuguese, Persian, Russian, Tagalog, Thai, and Vietnamese.

  • 5. Aptitude test

    ※Vision test, color blindness test, hearing test, and physical ability test

  • 6. Taking the practical test (on-site course) ※Conducted for each type of vehicle you wish to switch to.

  • 7. Issuance of the license

    ※If you pass the practical test, the license will be issued on the same day ※2,050 yen (tax-exempt)

    ※If you are not confident in Japanese, please be sure to bring an interpreter.
    ※If there are no issues with the documents, all tests will be conducted on the same day.
    ※The procedure to switch to a higher license after obtaining a Japanese license is the same, excluding the knowledge check.

D. Items required for the application to switch foreign licenses

  • 1. Foreign license (International driving permits are not accepted)

  • 2. A translation of the foreign license into Japanese (1 original copy)

  • 3. Documents proving the duration of stay (passport, seaman’s book, etc.)

    ・ If the passport does not have both entry and exit stamps from the license-issuing country (for those who used automated gates or hold a license from within the EU, etc.), documents proving the duration of stay or entry and exit record certificates are required.

  • 4. Residence certificate with domicile or nationality mentioned (1 original copy)

    (copies not accepted, must not include the Individual Number (My Number))

  • 5. Japanese driver’s license (if available, valid or expired does not matter)

  • 6. License photo (1 piece, size 3.0 cm x 2.4 cm)

    (taken within the last 6 months, frontal view with no hat, no background, upper three-quarters of the body visible)

  • 7. Fees, seal (inkan), ballpoint pen

  • 8. Application form (exclusive for foreign license conversion) & questionnaire ※Created at the license center

  • 10. Cash(check if cashless payment is supported, bringing extra cash is safer)

    ※The required documents may differ depending on the prefecture of application, so please inquire with the examination center in each prefecture.

F About the Japanese translation of the foreign driver’s license

The “Japanese translation of the foreign driver’s license” is one of the necessary documents when applying to switch a foreign driving license to a Japanese license (application for switching foreign licenses). The issuing body should be confirmed by each individual.

J After switching to a Japanese license, there are aspects of Japan’s driving license system that, if unknown, could lead to issues.

In Japan’s driving license system, only safe drivers and vehicles are permitted to drive on the roads, and there are systems in place for regular checks.
Violations can lead not only to fines but also to the revocation of the driving license, so it’s wise to study up in advance.

1. Japan’s driving license operates on a point system.
This system aims to exclude high-risk drivers from the road by assigning points for traffic violations and accidents over the past three years. If the total points reach a certain threshold, the driver’s license can be suspended or revoked.
Minor offenses carry 1 to 3 points, while serious offenses are penalized with 6 to 25 points.
Even more severe violations, such as drunk driving or hit-and-run, receive 35 to 62 points.

This could result in job loss for those who drive professionally.

  1. 2. New Driver Period System
    • ・If your driving history is less than 1 year when switching to a standard car license, you will be subject to the new driver period under Japanese road traffic laws. Repeated minor traffic violations may require you to attend a new driver training course.
    • ・Failure to attend this course or continuing to violate after attending can result in the cancellation of your driving license.

    ※ Displaying the beginner driver’s mark during this period is mandatory.

  2. 3. Restrictions on Two-Person Riding on Motorcycles
    • ・When driving a motorized bicycle with a standard car driving license, two-person riding is prohibited.

      Also, for ordinary motorcycles, two-person riding is not allowed unless the motorcycle license history is over 1 year.

    • ・For two-person riding on highways, a license history of 3 years is required.
    • ・Motorcycles with a total displacement of 125cc or less are not allowed on highways.
    • ・If the driving history overseas (based on the submitted documents) is less than 3 years, that duration will be displayed on the back of the driving license.
  3. 4. Training System
    • ・Serious traffic violations or accidents may lead to suspension or cancellation of the driving license, preventing license acquisition for a certain period.
    • ・If the driving license is suspended, you must undergo a violator’s training course.
    • ・If the driving license is canceled, you cannot obtain a license for a certain period. Once eligible, you must undergo necessary training to reacquire it.
  4. 5. Driving License Renewal System
    • ・The driving license’s basic validity period lasts until the third birthday after acquisition. You must renew the driving license before its expiration by attending the required training course to continue driving.
    • ・If you maintain a period without accidents or violations, your license status will change from “green” to “blue” to “gold,” qualifying you as an excellent driver (with a validity period of 3 to a maximum of 5 years).
  5. 6. Insurance Enrollment and Vehicle Inspection System
    • ・As a responsibility of driving, you are liable for compensating any damages caused to people or property.
    • ・When driving in Japan, it is advised to enroll in compulsory insurance (such as Liability Insurance Mutual Aid) and, additionally, voluntary insurance for coverage of property damage accidents.
    • ・Vehicle inspections are mandated by law, and neglecting regular inspections and checks annually or as required can result in the vehicle being unfit for driving.
